Federal Authority

The legal basis for the blind vendors program at the Federal level is found in the following statute and regulations:

  • Randolph-Sheppard Act of 1936, as amended (20 U.S.C. 6A)
  • Vending Facility Program for the Blind on Federal and Other Property, U.S. Code of Federal Regulations (34 CFR 395)

State Authority

The legal basis for the blind vendors program in Montana is found in the following state statute and administrative rules:

State Licensing Agency Re-designation

Official re-designation of the Montana Department of Public Health and Human Services as the "state licensing agency" (SLA) for the purposes of operating Montana's business enterprise program was approved by Fredric K. Schroeder, Ph.D., Commissioner, Rehabilitation Services Administration, U.S. Department of Education on May 23, 2000 and Governor Marc Racicot on June 13, 2000.
